The Public Sector Resourcing (PSR) Framework is delivered by AMS, a leading global provider of workforce solutions, on behalf of the Government Commercial Agency (GCA). Together, we help public sector organisations access the talent they need to deliver vital services across the UK.

Today, PSR is the largest Managed Service Programme in Europe, with around 17,000 contract workers supported by more than 500 employees across AMS and our key partner, Brook Street (part of the ManpowerGroup).

About the PSR framework
Key facts
AMS is the supplier appointed as the Managed Service Provider for PSR.
The contract was awarded to AMS in February 2024. AMS also managed the previous PSR framework from January 2018 to 2024.
The contract runs until 2031.
PSR is one of GCA’s largest frameworks recognised across the people pillar in central government.
Our Current Services
Professional Contingent Workforce
At PSR, we help our customers address their short and long-term workforce needs UK-wide, supporting over 100 government organisations, executive agencies, arm's length bodies, blue light services, universities and local authorities.
Admin & Clerical Contingent Workforce
Brook Street are strategic partners on the PSR framework covering Administration & Clerical hiring across all contracting authorities. Currently managing 9,000 temps, mainly within Home Office, Ministry of Justice & HM Revenue & Customs.
Permanent Recruitment
Permanent Recruitment Solutions support both civil service and wider public sector hiring needs, covering all roles and skillsets. Focused on attracting and sourcing talent using the latest market intelligence and technology, the service also spans the full recruitment lifecycle - including vetting, market insights, assessment & selection and more.
Recruit, Train, Deploy
The Recruit, Train, Deploy (RTD) service line has been gaining popularity as a strategic recruitment solution that allows customers to design and build their future permanent workforce in predominantly skills shortage areas.
Skills Academy
In addition to professional contingent hiring for Digital and Data roles, the PSR Skills Academy offers customers access to a 'work-ready' talent pool of skilled Digital and Data workers, helping to bridge the digital skills gap.
Statement of Work
Through our Statement of Work (SoW) solution we manage the procurement, contract management, and payment of all professional services.
Resource Augmentation
Resource Augmentation (Res Aug) is a comprehensive services procurement solution provided by PSR's commercial team. It enables our customers to integrate external professionals into their teams and projects, addressing urgent needs and dynamic workload demands.
Campaign Management
Comprehensive campaign management for high-demand scenarios, offering a total workforce solution through expert guidance, thorough oversight and seamless project coordination—potentially spanning multiple service lines.
