Public Sector Resourcing (PSR) is a government framework, managed by AMS on behalf of Crown Commercial Services (CCS) for the provision of Contingent Labour, Statement of Work and Recruit, Train, Deploy services.
PSR is the largest Managed Service Programme across Europe with circa 17,000 contract workers and is supported by over 500 employees split across AMS and our key partner Brook Street (part of the Manpower group).

About the PSR framework
Key facts
AMS is the supplier appointed as the Managed Service Provider for PSR.
The contract was awarded to AMS in February 2024. AMS also managed the previous PSR framework from January 2018 to 2024.
The contract runs until 2031.
PSR is one of CCS’ largest frameworks recognised across the people pillar in central government.
Our Current Services
Professional Contingent Workforce
At PSR, we help our customers address their short and long-term workforce needs UK-wide, supporting over 100 government organisations, executive agencies, arm's length bodies, blue light services, universities and local authorities.
Admin & Clerical Contingent Workforce
Brook Street are strategic partners on the PSR framework covering Administration & Clerical hiring across all contracting authorities. Currently managing 9,000 temps, mainly within Home Office, Ministry of Justice & HM Revenue & Customs.
Recruit, Train, Deploy
The Recruit, Train, Deploy (RTD) service line has been gaining popularity as a strategic recruitment solution that allows customers to design and build their future permanent workforce in predominantly skills shortage areas.
Statement of Work
Through our Statement of Work (SoW) solution we manage the procurement, contract management, and payment of all professional services.
