Melanie Barnett
Managing Director – PSR Framework
Mel joined AMS in 2013 following 18 years of working in partnership with Global 1000 clients to design, implement and operate a number of Contingent Workforce Solutions (CWS). Since joining AMS, Mel has been responsible for the operational delivery and management of AMS’s Global CWS portfolio of over 22 global blue chip clients and a spend under management of £700m.
Mel is now responsible for the UK Central Government’s Public Sector Resourcing (PSR) Framework, which is the largest contingent workforce solution with over 18,000 workers and works closely with government’s commercial & HR executives to support the demanding needs of their contingent workforce strategies with projects such as EU Transition and the global pandemic.
Mel enjoys honing her skills in the key area of people management; where she inspires, motivates and leads her team to maximise performance and achieve the strategic objectives of PSR, AMS and its clients.
Mel qualified as a Prince II Project Manager many years ago which has allowed her to lead a series of large and small transformational recruitment process outsourcing projects, initiatives tailored to satisfy customers global requirements and scalable to meet clients’ changing business priorities.
Anne-Marie Amatt
Framework Director
Annie is the PSR Framework Director, leading the Client Relationship Team and driving continuous improvement, customer satisfaction and engagement. Annie has been the Framework Director for the past five years and has focused on providing service excellence, identifying added value to PSR customers and ensuring meaningful data and insights are shared. In addition, innovation and new solutions are a key area that Annie is passionate about identifying and bringing to new and existing customers into PSR.
Prior to PSR, Annie was responsible for a number of private clients within AMS and has spent the previous five years to PSR leading as Client Director on multiple MSPs delivering contingent workforce in the Defence and Financial Services sector. Before her time in AMS, Annie was a Senior Professional Services Category Manager for two large blue chip companies providing category strategies on outsourcing recruitment services and implementation of MSPs for both contingent and permanent workforce strategies.
Based in Nottingham, Annie is married with three children, one grandson and is close to the Derbyshire border where she enjoys walking her Lhasa Apso and Shitzu.
Jack Forrest-Charde
Client Operations Director
Jack is the Client Operations Director responsible for Strategy, Innovation and Technology on the PSR Leadership Team. In his role he is responsible for driving Service Excellence and Innovation in alignment with the Strategic Objectives of the account, deploying best-in-class technologies to ensure uncontested user experience for Customers, Workers and Supply Chains across the programme.
He has been part of the PSR Leadership Team for over 6 years, joining AMS in 2018 to implement the prior framework and since then has taken the lead in delivering significant client implementations, plus designing and delivering new service lines; Statement of Work (SOW) and Recruit, Train , Deploy (RTD) in 2021 and 2022 respectively.
Prior to working at AMS Jack worked on multiple transformation projects across the public sector as a director of his own Limited Company, including clients such as NSPCC, the MOD (as part of the Army Recruitment Programme) and prior to working in industry was a teacher of Physics at Hampshire County Council. He is married with two children and enjoys playing and watching sports.
Anna Crowe
Client Relationship Director | Social Value Lead
Anna is a Client Relationship Director responsible for the customer engagement and service delivery excellence into a portfolio of customers that includes Nuclear, Transport, Engineering and Energy.
Anna is an effective and resourceful leader and recruitment professional with over 20 years’ experience, with the last 4 years working on the PSR framework at AMS. She has a strong track record of developing and delivering permanent, contingent and alternative resourcing solutions across public and private sector customers.
In addition to this Anna is involved in leading and supporting on several DEI and Social Mobility programmes most recently as the Social Value lead for the PSR framework. Anna has been proud to support a number of local and national organisations including Time to Change West Cumbria and Careers & Enterprise Company.
Anna is married and has two Goldendoodles Teddy and Mabel, who she loves to spend time with where she lives in the beautiful Lake District.
Melissa Harris
Head of Project Management Office (PMO)
Mel is responsible for ensuring that AMS, our PSR Suppliers, and our customers are operating in a secure and compliant manner, monitoring all aspects of the programme within a complex regulatory and legislative landscape, including AWR, IR35, intermediary reporting, and compliant Umbrella employment solutions.
Mel brings over 15 years of government experience, including previous roles in client relationship, implementation and project management. She oversees ongoing management of legislation compliance governance best practise, as well as managing the dedicated PMO.
Emily Armstrong
Client Operations Director – Statement of Work (SoW)
Emily joined AMS in November 2021 and has over 20 years’ experience in procurement and supply chain.
An MCIPS qualified professional she has held senior procurement positions in both private and public sector. The most recent of these was as a Public Sector Category Director where she delivered a number of key strategic procurement initiatives. Emily has the overarching strategic direction, management, and control of the SoW team.
Emily has a BA Honours degree from Lincolnshire University and is a Trustee of a local Scout group. Emily lives in the Derbyshire Dales on the edge of the Peak District with her husband, two children and tabby cat.
Vivienne McCormick
Client Development Director – Statement of Work (SoW)
Vivienne is the Client Development Director for Statement of Work, working with PSR’s public sector customers to deliver their Professional Services and Workforce Commercial Category Strategies, ensuring they have access to our suppliers total talent supply chains.
Prior to joining AMS Vivienne worked for some the UK’s leading procurement consultancy firms, working across private and public sectors and has supported some of the biggest brands and businesses in their HR, Professional Services and Marketing procurement categories, including HMRC.
Vivienne lives in Yorkshire with her family and many animals, is passionate about sustainability and enjoys an outdoor lifestyle.
Scott Hollands
Head of Recruit, Train, Deploy (RTD)
Scott is the Head of Recruit Train Deploy (RTD), and is responsible for the strategy, delivery and overall success of RTD across the Public Sector Resourcing framework customer landscape. Scott is also responsible for the strategic relationship management of the PSR transport and banking customers.
Scott has been part of the PSR team since 2018, and has over 18 years recruitment industry experience across both permanent and contingent solutions into the public and private sector.
Scott comes from a military background having served in the British Army, and is a huge advocate (and example) for skills based hiring and the long lasting benefits organisations can achieve by investing in people, skills and training.
James Ramsden
Client Relationship Director
James is a Client Relationship Director responsible for delivering exquisite services across multiple talent channels to his customer portfolio of customers across large Central Government Departments.
James has over 25 years’ experience in HR and resourcing, the last 4 years being with PSR and 20 years with AMS, spanning Contingent, Permanent and alternative talent solutions. Having designed, implemented and led large complex solutions across multiple geographies including UK, Germany, Ireland, Luxembourg and Australia for sectors including Telecomms, Banking & Finance, Energy and Insurance.
In the last 10 years James has specialised in bringing together Talent solutions integrating permanent and contingent hiring using innovative technologies and processes underpinned by data and market intelligence to enable businesses to make informed decisions regarding their talent needs.
Kirsty McGonnal
Client Relationship Director
Kirsty is one of the Client Relationship Directors for PSR, managing a complex portfolio of clients that include the NHS, Home Office and the Ministry of Justice, she is also accountable for some of our key strategic supplier partnerships, and driving value from those relationships.
Kirsty joined PSR three years ago having previously managed MSP’s for key Banking and Financial Service clients for AMS for the last six years. Prior to that having a strong recruitment background, spending the majority of her time in Banking and Financial services, as Head of Recruitment for Contingent and Permanent Workforces. With a passion for Operational Excellence Kirsty has managed complex recruitment change programmes in Banking, including implementing recruitment functions for a start up bank.
Kirsty lives just outside of Edinburgh, with her husband, two children and golden retriever.
Charlotte Williams
Social Value Manager
Charlotte is the Social Value Manager for PSR and manages the PSR Social Value Strategy. Her role ensures that our initiatives create maximum impact for all stakeholders and fosters connections across our internal functions and supply chain. Charlotte represents PSR in the Social Value sector and is responsible for continuously evolving our programmes and delivering all social value reporting and communications.
Charlotte joined AMS in 2020, bringing a robust background in client and worker engagement. Prior to AMS, she was instrumental in advancing the DEI agenda in her previous organisations and is actively involved in various advocacy groups.
