Melanie Barnett
Managing Director – PSR Framework
As Managing Director of Public Sector Resourcing (PSR) since 2018, Melanie has guided the framework through significant national events including EU Transition, the Covid‑19 response and ongoing talent shortages across digital, engineering and commercial specialisms. Under her leadership, PSR has grown in scale, expanded its service lines and strengthened its reputation as a trusted partner to government. Her impact has been widely recognised across the industry as she was named APSCo OutSource Leader of the Year in 2025 and was also honoured on the 2025 SIA Staffing 100 Europe list, followed by PSR’s consecutive MSP of the Year wins in 2024 and 2025, achievements that reflect her influence, delivery excellence and forward‑looking vision for transforming public‑sector talent.
Melanie is known for her passion to develop high performing teams and her ability to bring clarity, pace and stability to some of the most complex workforce challenges in the country. Her approach ensures that PSR not only meets the needs of today’s public sector, but helps shape the workforce it will need tomorrow.
Anne-Marie Amatt
Framework Director
Since 2018, Annie has been shaping how the UK public sector engages talent across one of the largest and most complex workforce programmes in government. Her leadership has been central to strengthening PSR’s customer partnerships and ensuring the framework continues to evolve in line with national priorities and workforce needs.
With a career spanning senior workforce delivery roles, MSP leadership and category management across major private and public sector organisations, Annie’s deep commercial and operational background gives her a unique, end‑to‑end perspective on how organisations shape and deliver effective talent strategies.
In her role as Framework Director at PSR, Annie has focused on creating meaningful value for customers and work has played an important role in expanding PSR’s service lines, elevating customer satisfaction and reinforcing PSR’s position as a trusted workforce partner across government.
Anna Crowe
Director of Strategic Enablement Services
As Director of Strategic Enablement Services for Public Sector Resourcing (PSR), Anna plays a pivotal role in shaping the strategic direction, governance and service excellence that underpin PSR. Her remit spans a diverse portfolio of specialist service areas including Legal & Contract Management, Data & Insight, Innovation & Service Excellence, Social Value & DEIB, Supply Chain PMO and Communications
With over 20 years’ experience in workforce solutions and strategic talent delivery, Anna brings deep expertise across permanent, contingent and alternative resourcing models and a having joined PSR in 2020, she has built a strong reputation for elevating service quality and strengthening PSR’s social impact and DEIB agenda.
Anna connects people, processes and strategy to ensure the services her teams provide are consistently high quality, insight driven and future focused. Her ability to translate operational needs into strategic outcomes makes her a trusted senior leader within PSR and a key contributor to shaping the framework’s long‑term direction.
Melissa Harris
Head of Projects & Compliance
As Head of Projects & Compliance, Mel oversees the governance, compliance and assurance that underpin PSR. With responsibility for ensuring AMS, suppliers and customers operate in a secure, consistent and compliant way, she plays a crucial role in maintaining the integrity and stability of the PSR framework. Mel brings over 15 years of public sector experience spanning project management, implementation and client relationship roles, giving her a deep understanding of the regulatory and operational environment in which PSR operates. Her expertise covers a wide range of legislation and controls including AWR, IR35, intermediary reporting and compliant umbrella employment solutions – all essential to delivering a safe, transparent and trusted service for government.
Mel leads a dedicated PMO team focused on risk management, quality assurance, continuous improvement and legislative compliance, ensuring that every aspect of delivery remains aligned to national policy and Cabinet Office requirements. Her commitment to excellence, paired with her meticulous attention to detail, ensures PSR continues to operate with the highest standards of governance
Louise Gray
Head of Supplier Management
As Head of Supplier Management, Louise leads the strategy, performance and relationships that underpin one of the UK public sector’s most diverse and high impact supply chains. She is responsible for ensuring PSR’s supplier community, from large strategic partners to SMEs, micro‑businesses and VCSEs, delivers consistent quality, innovation and value across every service line.
After 25 years working in Digital for AXA (private sector), Louise joined the Department for Work and Pensions (DWP) and led the Supply Chain Management & Risk Team, developing both the strategy and assurance for DWP Suppliers as well as managing the relationships. She then continued to support over 40 Departments and Arm’s Length Bodies with the rollout of the SRM framework across government and was seen as an SME in this space.
Louise joined AMS in September 2024, as Head of Supplier Management for PSR. Since then she has streamlined and improved operational and performance management processes, implemented new supplier service lines for Resource Augmentation and Permanent recruitment and implemented the Supplier Management Framework to bring greater collaboration and partnership with our suppliers, helping us strengthen relationships and align on growth and market insight.
Ellis Chilton-Thomas
Client Operations Director – Permanent Recruitment
As Client Operations Director for Permanent Recruitment, Ellis leads the strategy, delivery and ongoing growth of the PSR perm service line, launched in 2025 to support government organisations with fair, transparent and insight‑led permanent hiring.
With over a decade of experience across Permanent, Contingent and hybrid workforce solutions, Ellis has built a strong reputation for improving operational performance, simplifying complex processes and driving service innovation. His background spans Technology, Finance, Engineering and Operations, giving him a deep understanding of the specialist and hard‑to‑fill roles critical to public sector transformation.
Ellis has been instrumental in developing PSR’s permanent recruitment capability, from refining assessment and sifting models to strengthening employer branding, shaping market‑led attraction strategies and embedding clearer, more data‑driven decision making.
Known for his collaborative, solutions‑focused leadership style, Ellis’ ability to balance operational rigour with a human‑centred approach has made him a trusted partner to customers and colleagues alike whilst bringing a relentless focus on delivering better outcomes for the public sector.
Vivienne McCormick
Procurement Services Client Partnering Director
As Procurement Services Client Partnering Director at PSR, Vivienne works closely with senior leaders across government to shape Professional Services and Workforce Commercial Category strategies, ensuring organisations have access to high‑quality, compliant and commercially assured specialist services through PSR’s extensive supply chain.
Vivienne brings over 20 years of procurement, commercial and supplier‑management experience across both private and public sectors. Prior to joining AMS, she held senior roles within some of the UK’s leading procurement consultancies, advising major organisations on complex sourcing strategies across HR, Professional Services, Technology and Marketing categories. Her work has supported some of the UK’s largest institutions including HMRC, giving her deep insight into large‑scale transformation, commercial optimisation and supplier‑led innovation.
Vivienne is passionate about sustainability and responsible procurement, championing approaches that support social value, SME engagement and community impact across PSR’s supply chain and She excels at simplifying complex commercial challenges, ensuring that our procurement services offering deliver measurable value, strong governance and improved service outcomes.
Emily Armstrong
Procurement Services Director | Statement of Work & Resource Augmentation
As Procurement Services Director for PSR, Emily oversees both Statement of Work (SoW) and Resource Augmentation (ResAug), ensuring public sector organisations have access to compliant, commercially assured and high‑quality specialist services across 12 professional services disciplines.
With more than 20 years’ experience in procurement and supply chain, Emily brings deep expertise across both public and private sectors. Before joining AMS in 2021, she held senior procurement roles including Public Sector Category Director, where she delivered major strategic procurement initiatives and reshaped commercial buying strategies for large UK organisations. Her MCIPS qualification and extensive category management experience underpin her ability to combine commercial rigour with pragmatic, customer‑focused delivery.
Emily has been instrumental in elevating the Procurement Services offerings, ensuring customers benefit from transparent processes, strategic advice and consistent delivery excellence.
James Ramsden
Client Partnering Director
James is a Client Relationship Director responsible for delivering exquisite services across multiple talent channels to his customer portfolio of customers across large Central Government Departments.
James has over 25 years’ experience in HR and resourcing, the last 6 years being with PSR and 20 years with AMS, spanning Contingent, Permanent and alternative talent solutions. Having designed, implemented and led large complex solutions across multiple geographies including UK, Germany, Ireland, Luxembourg and Australia for sectors including Telecomms, Banking & Finance, Energy and Insurance.
In the last 10 years James has specialised in bringing together Talent solutions integrating permanent and contingent hiring using innovative technologies and processes underpinned by data and market intelligence to enable businesses to make informed decisions regarding their talent needs.
Kirsty McGonnal
Client Partnering Director
Kirsty is a Client Relationship Director for PSR, where she manages a complex portfolio of clients including the Ministry of Defence, Home Office and Nuclear Decommissioning Authority. She also holds accountability for several of PSR’s key strategic supplier partnerships, ensuring strong collaboration and driving value across these relationships.
Kirsty has worked at AMS for 8 years and prior to working on the PSR framework, she managed MSPs for major Banking and Financial Services clients. She brings a strong recruitment background, having spent much of her career in the Banking and Financial Services sector as Head of Recruitment for both contingent and permanent workforces. With a passion for operational excellence, Kirsty has led complex recruitment transformation programmes within Banking, including establishing recruitment functions for a start‑up bank.
Charlotte Williams
Social Value, User Experience & Comms Manager
As PSR’s Social Value, User Experience and Communications Manager, Charlotte plays a central role in shaping how the UK public sector experiences, understands and benefits from PSR’s Total Talent Solution.
Responsible for a broad portfolio from driving fair and equitable hiring to partnering with suppliers, customers and national organisations to drive positive change.
Charlotte has led the development of the PSR Social Value Plan including wellbeing, DEIB and community initiatives whilst also leading the PSR User Experience programme, using insight to improve service journeys and ensure every user across the framework receives a consistent, intuitive experience. Charlotte develops communications and content that strengthen PSR’s identity and bring its services and impact to life.
Her work ensures that PSR not only delivers exceptional workforce solutions, but also contributes to a fairer, more inclusive and socially responsible public sector.
