That’s where the PSR Skills Academy—a partnership between FDM and AMS—comes in. Designed to meet dynamic client needs through PSR, the Skills Academy deploys skilled professionals into end-client environments for targeted, ad hoc support, offering a more responsive alternative to large-scale delivery models.

The Solution

FDM provides over 200 skilled DDaT professionals (EO to G6 level) across the UK, offering a diverse, high-quality workforce at up to 40% lower cost than traditional contingent labour.

A significant portion of this talent comes through FDM’s award-winning ex-forces and returners programmes, which support individuals transitioning from military service or returning after a career break. These programmes deliver intensive training in high-demand digital skills while promoting social mobility and inclusion, bringing maturity, resilience and fresh perspectives into the workforce. FDM’s strong commitment to diversity across gender, education and ethnicity further enriches the talent pool.

The PSR Skills Academy model is IR35-exempt, ensuring compliance and reducing administrative overhead. With an average day rate of £411, flexible engagement terms, and deployment within 2 weeks (compared to the industry average of 4–6 weeks), it offers a fast, cost-effective and compliant solution for digital resourcing needs.

The Outcome

Through the PSR Skills Academy, FDM has successfully placed 46 skilled professionals into a range of high-profile public sector organisations, including Companies House, FCDO, HM Prisons and Probation Service, Homes England, Ministry of Defence, Network Rail, The Insolvency Service, UKRI, Cabinet Office and DWP.

These placements highlight FDM’s ability to meet the evolving and complex needs of government departments with a model that is cost-effective, fast to deploy and rich in diversity. Unlike traditional contingent labour, the Skills Academy offers an agile, inclusive solution, with strong representation of women, non-binary individuals and ethnically diverse talent—driving innovation and reflecting the communities the public sector serves.

We needed to onboard a test lead and 3x test analysts on an initial 3-month contract at pace with a budget that would not typically align with the contingent labour or consultancy market. Skills Academy worked well as they have a bench of pre vetted quality resources that can onboard within 2 or 3 weeks in line with our own internal onboarding times at a lower daily rate. Their ‘try before you buy’ option allowed us to bring in an additional test analyst without the usual interview process—giving us a free one-week trial to assess fit before making a commitment. The analyst performed exceptionally well and we were happy to extend their contract. The testing team has been extended several times and have delivered well against our requirements.
