A strategic route to talent via the PSR Framework

HMRC had the challenge of procuring niche skills in the Technology & Digital space to support their growing Customer Strategy and Tax Design Department.

The Opportunity

With experienced candidates in scarce supply it was clear that an alternative option to source talent was required.

PSR’s Recruit Train Deploy (RTD) service offering was an excellent fit to support HMRC, by working in collaboration with the PSR RTD Team and their specialist RTD supply chain.

The Solution

PSR provided HMRC with a service overview to help understand the RTD process workflow and supplier network.

HMRC selected 2 PSR RTD preferred suppliers to provide 5 Digital Business Analysts, 5 Cloud Engineers and 1 Test Manager. These skillsets were grouped into 5 separate cohorts.

The suppliers then focused their selection of candidates from diverse backgrounds.

The successful candidates completed a 4-6 week accredited training period before starting their fixed term assignments with HMRC. The assignments varied between a 9-24 months long with an average rate of £300 per day.

The candidates day-to-day output is closely monitored by HMRC and complimented with the supplier providing ongoing pastoral care, coaching and development for the duration of the assignment.

The Outcome

As of Jan 2024, HMRC have 16 RTD workers on assignment fulfilling a mix of IT & Digital roles. This new route to market has not only addressed HMRC’s scarce skill shortage requirements but the RTD route is also supporting HMRC’s strategy to invest in niche skills and talent from diverse candidate pools.

HMRC have the opportunity to convert the RTD cohorts into permanent HMRC employees after the initial assignment duration, with zero transfer fees applicable.

We are delighted at the success of the RTD service line, it has not only addressed some much needed skill shortages in our business, but it has provided a launchpad into a career in the public sector for people that are often overlooked via traditional routes to talent.
