PSR Statement of Work support the Home Office FM Team with a bespoke SoW to deliver fire strategy surveys across their estate - enabling a critical, multi-year project. This first-of-its-kind SoW required specialist expertise, new delivery processes, and seamless subcontractor coordination.
We received a Statement of Work (SOW) request from the Facilities Management (FM) Team at the Home Office, introducing a new service discipline for SOW. The requirement is highly sensitive and represents a multi-year opportunity that necessitates delivery by a specialist supplier. The request is for a supplier to conduct retrospective building fire strategy surveys across all properties under the responsibility of the Home Office Property Services (HOPS).
The survey results will be utilised by the supplier to create individual building fire strategy documents, which will inform fire safety measures, emergency plans, and fire risk assessments for each building. Additionally, these fire strategy documents will serve as reference materials for any refurbishment work.
We engaged six suppliers through a Request for Information (RFI) process, identifying one supplier capable of delivering the specialist work required via a robust proposal. Tri-party meetings were conducted, and scoping discussions commenced. The identified supplier indicated that parts of the work would be subcontracted, with subsequent subcontracting by those parties. This subcontracting approach, unprecedented in our Statement of Work, necessitated the development of new processes and clauses. Comprehensive assessments were undertaken for all subcontractors, and continuous support was provided to the Contract Manager and Commercial Business Partner in navigating complex tax implications and addressing queries from the Home Office Tax Team due to the unique SOW delivery method. This support exceeded standard expectations but highlights our ability to adapt our processes for a new sector (FM).
We have successfully engaged a supplier to deliver a streamlined, cost-effective solution for Home Office to achieve their urgent and critical project in a timely manner. All required priority buildings will be surveyed in the initial Statement of Work, with further properties included in an extension.
