HMCTS trial PSR’s Recruit Train Deploy
HMCTS had the challenge of procuring niche skills in the Technology & Digital space to support their growing Digital Technology Services (DTS) Department.
The Opportunity
With experienced candidates in scarce supply it was clear that an alternative option to source talent was required
PSR’s Recruit Train Deploy (RTD) service offering was an excellent fit to support HMCTS, by working in tripartite collaboration with the PSR and their specialist RTD supply chain.
The Solution
PSR provided HMCTS with a service overview to help fully understand the RTD process workflow and supplier network.
HMCTS selected the supplier “QA” from the PSR RTD supply chain to provide 2x ServiceNow System Administrators to join the Tooling Team to support, manage, and maintain several tools including ServiceNow, JIRA, Confluence and Dynatrace.
QA are a supplier who specialize in training IT Apprentices from diverse backgrounds. QA already had a cohort nearing the end of a 15-week intensive ServiceNow accreditation so were able to deploy them rapidly to HMCTS. The training pathway was made up of 5 weeks of IT fundamentals (Agile, Devops, Cloud, Programming, ITIL etc) followed by 10 weeks of specialist ServiceNow training.
The supplier employed the apprentices on a permanent basis before deploying them onto fixed term assignments with HMCTS.
The assignments were for a duration of 12 months at a rate of £330 per day.
The candidate’s day to day output is closely monitored by HMCTS, complimented with the supplier providing ongoing pastoral care, coaching and development for the duration of the assignment.

We are very happy to have access to Recruit Train Deploy via PSR, a cost-effective way for us to develop and retain niche tech skills in house. At no additional cost, we hope to convert the workers into permanent resource at the end of their initial assignment period.

The Outcome
This new route to market has not only addressed the scarce skill shortage requirements but the RTD route is also supporting HMCTS’s strategy to invest in niche skills and talent from diverse candidate pools.
HMCTS have the opportunity to convert the RTD cohorts into permanent HMCTS employees after the initial assignment duration, with zero transfer fees applicable.
HMCTS are really pleased with the initial hires and have continued utilizing the RTD route to market for further Tech hires in 2023.
