The Work Before the Work: How Better Scope Design Saves Time, Cost and Complexity
The best Statements of Work are built on clear, realistic scopes shaped by both organisational needs and market insight. By testing assumptions early, organisations can reduce risk, drive better value and improve procurement outcomes.
A well-designed scope is the foundation of any successful Statement of Work. Yet too often, organisations understandably reach for the last scope they used because it feels lower risk, faster and easier than starting from scratch. While this can save time initially, the problem is that it can also lock in old assumptions, outdated requirements and ways of working that no longer reflect what the organisation actually needs, often at a higher price.
The challenge is not simply documenting everything the business would like a supplier to deliver. It is to understand what is genuinely needed, what the budget can realistically support, where risk sits and how the supply market is likely to respond. Without considering requirements from every angle, including the supplier’s perspective, buyers can unintentionally add complexity, cost and risk into the scope before the procurement even begins.
This is where early market engagement can add real value. Used well, it allows buyers to test assumptions, refine deliverables and identify where the market can offer innovation, efficiency or alternative delivery models. Sometimes it validates the original thinking and other times it reveals a more effective, lower risk or better value route to the same outcome.
However, market engagement should test and shape thinking, not determine it. Buyers should remain firmly in control of the requirement, the outcomes and the commercial boundaries.
The PSR Statement of Work team support customers by acting as an impartial partner throughout scope development. By facilitating structured market engagement, we help customers to challenge assumptions, stress-test requirements against market realities and define practical deliverables that are achievable, commercially realistic and aligned to the outcomes they need.
The most successful Statements of Work I’ve seen are the ones that strike the right balance between ambition, affordability and deliverability. They are built from a clear understanding of business need, budget reality and market capability. By getting the scope right before going to competition, organisations significantly increase the likelihood of securing the right solution at the right price.
