What is the SMF? A holistic approach to supplier collaboration to maximise relationship value.
What are the benefits of SMF? PSR work in partnership with the supplier to proactively manage performance, delivery and risks whilst creating a trusted team-orientated environment to manage the relationship, continuous improvement and to meet the needs of Government departments.

Championing SMEs: Building a Sustainable, High‑Impact Supply Chain at PSR
SMEs are central to how we build and run our supply chain at PSR. We actively encourage SME participation across all our service lines and are committed to creating fair, accessible opportunities for suppliers of different sizes to work with us. SMEs make up 71% of the PSR supply chain, reflecting our focus on building long‑term, sustainable partnerships rather than one‑off engagements. In 2024/25, our spend with SME suppliers generated £45.9m in social value, demonstrating both the scale of opportunity available and the meaningful impact SMEs can achieve by working with PSR.

Professional Contingent Workforce
Our Professional Contingent Workforce service line is delivered through both PSR and our agile supply chain providing their own resource as contingent workers to our customer teams. The resource will be deployed with the desired skill sets and experience and work on agreed day rates whilst under the customers direction and control. This is managed by specialised teams including Recruitment Delivery experts and Supplier Onboarding & Management. Our core purpose is to simplify the buying process and ensure end to end supplier engagement, making us easy to do business with.
Recruit Train Deploy
Our Recruit, Train, Deploy (RTD) service line is delivered through both PSR and our agile supply chain providing resource allowing customers to design and build their future permanent workforce in predominantly skills shortage areas, over the medium to long term, whilst also supporting Diversity, Equity and Inclusion (DE&I) and social mobility initiatives. Our core purpose is to simplify the buying process and ensure end to end supplier engagement, making us easy to do business with.
Permanent Recruitment Solutions
Our Permanent Recruitment Solutions (Perm) is an Attraction and Sourcing Service offering delivered by PSR, where PSR and our agile supply chain provide the sourcing and sifting for permanent recruitment for our customer teams. The supplier will work on agreed percentage which is tiered against salary bands and paid out against offers accepted by candidates. This is managed by specialised teams including AMS PSR Sourcing experts and Supplier Onboarding & Management. Our core purpose is to simplify the buying process and ensure end to end supplier engagement, making us easy to do business with.
Statement of Work
Our Statement of Work (SOW) service line is an end-to-end Procurement Service offering that is managed by specialised teams including Chartered Institute of Procurement & Supply (CIPS) qualified procurement experts and Supplier Onboarding & Management. Our core purpose is to simplify the buying process and ensure end to end supplier engagement, making us easy to do business with.
Resource Augmentation
Our Resource Augmentation service line is an end-to-end procurement service line delivered by PSR, where our agile supply chain provide their own resource to augment the capacity of our customers teams. The resource will be deployed with the desired skill sets and experience and work on agreed day rates whilst under the customers direction and control. This is managed by specialised teams including Chartered Institute of Procurement & Supply (CIPS) qualified procurement experts and Supplier Onboarding & Management. Our core purpose is to simplify the buying process and ensure end to end supplier engagement, making us easy to do business with.
